Abstract: Corporate compliance, which is related to both social governance and corporate governance, is a major component of the business environment and plays an irreplaceable role in optimizing the business environment. As shown by the compliance of foreign corporations, the operation of the compliance system is directly influnced by the distribution of power, the internal corporate governance is closely related to the effectiveness of compliance, and governance by multiple parties can promote the construction of compliance. As for the corporate compliance in China at the current stage, the Party and the government highly value corporate compliance, both the judicial and the administrative organs participate in the construction of corporate compliance, corporate compliance awareness is gradually strengthened, and the social and market subjects are actively involved in corporate compliance. However, there are some problems that should also be noticed, such as emphasizing punishment and neglecting the people in compliance construction, unclear boundary of external power, insufficient motivation of corporate participation, and lack of supply of public compliance service. These problems seriously affects the orderly construction of orporate compliance and the comprehensive optimization of business environment. Therefore, it is necessary to upgrade corporate compliance construction to a national strategy, promote balanced development of various types of corporate compliance, clarify the power boundary between public power organs, encourage enterprises to participate in compliance construction independently, and increase income and reduce expenditure of public compliance service. In this way, the construction of business environment can be comprehensively optimized to benefit the sustainable development of China's economy and society.
